【摘要】:Aprimaryresponsibilityofhighwayagenciesistheconstructionandmaintenanceofhighwaypavementsinacondition(includingridequality)perceivedtobesatisfactorybytheusercommunity.Theabilitytoquickly,easily,andeconomicallyacquireanobjectivestandardnumeric(rideabilityindex)thatwillestimatethecurrentlevelofsatisfactionforlengthsofpavementisdesirablefordeterminingwhenanacceptablelevelofridequalitydoesnotexistandcorrectivemeasuresarerequired.5.1.1Thisguidedescribesaproceduretoproducesubjectivelyderived,numericalridequalityratingsforeachsampleofabroadspectrumofhighwaypavementsectionsbasedonastandardnumericalscale(0to5,describedherein).Theseratingestimatesmaybeconsideredtobecloselycorrelatedtothecollectivequalitativejudgmentsofthetotalrelatedhighwayuserpopulation.5.1.2TheMPRdatasetthusobtainedcanbeusefulintestingvarioushypothesizeddeterministicfunctionsofcertainphysicalparametersofsectionsofpavement,suchasthemeasuredlongitudinalprofile,asestimatorsoftheridequalityratingtheuserpopulationmightassigntoanyparticularmemberofthetotalrelevantinventoryofhighwaypavementsections.5.1.3Objective,quantitative,easilymeasurablerideabilityindexdatashowntobehighlycorrelatedwithMPRsareavaluableresourceformonitoringtheperformanceofhighwaypavementconstruction,maintenance,andrepairoperations.1.1Thisguidecoversaprocedureforobtainingsubjectivenumericalrideratingsforagroupofrepresentativehighwaypavementsectionshavingabroadspectrumofphysicalcharacteristics.1.2Theintentofthisguideistodescribeaprocedureforgeneratingasetofcomparativelyscaledrideratings,subjectivelyderived,forasubgroupofpavementsectionshavingaridequalitydistributionapproximatingthegeneralpopulationofhighwaysofinterest.Thissetwillprovidestatisticalestimatesoftheaveragesubjectiverideratingswhichwouldbeobtainedforthesamegroupofpavementsectionsiftheentirepopulationofuserscouldbeinterrogated.1.3Forthedatatobeareasonablerepresentationoftheaverageridequalityjudgmentsofthetotalhighwayusercommunityforthetotalpopulationofhighwaypavements,certainsamplingtheorypreceptsmustbeobserved;Thesizeoftheratingpanel,theselectionofitsmembersfromtheusercommunity,themethodofquantifyingtheindividualjudgments,aswellastheselectionofthesamplepavementsectionsareallimportantareastobeconsidered.1.4Animportantuseoftheresultingridequalitydatawouldbetodeterminetheabilityofvarioushypothesizeddeterministicfunctionsofphysicalparametersofthepavementsamples,suchasmeasuredlongitudinalprofile,andsoforth,toprovideanestimateofsubjectiveridequalityjudgments.1.5ThisguideisbasedonguidelinesdescribedinAppendixFofNCHRPReport275,andinAppendixEofNCHRPReport308.1.6Thevaluesstatedinbothinch-poundandSIunitsaretoberegardedseparatelyasthestandard.Theunitsgiveninparenthesesareforinformationonly.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
